Vietnam Electricity’s (EVN) two boards- EVNNPC (Vietnam Northern Power Corporation) and EVNNPT (Vietnam National Power Transmission Corporation) revised their 2023 coordination agreement, signed in 2022, for construction of power grid projects.

Mr. Nguyen Duc Thien, President and CEO of Northern Power Corporation (EVNNPC), and Mr. Pham Le Phu, the President and CEO of National Power Transmission Corporation (EVNNPT), reviewed their 2023 coordination agreement, signed in 2022, towards the investment for construction of PT&D grids. The two companies come under the jurisdiction of Vietnam Electricity (EVN).

The companies need to clearly define and coordinate respective responsibilities for projects with overlapping T&D grid corridors, including investment, operations, and relations with other authorities. These agreements help the companies to expedite the urgent and important projects, or delay the projects with lenient timelines and necessity. The adjustments need to be reported and approved by EVN. The 2023 coordination agreement provisions:
- EVNNPT will direct and coordinate the implementation of distribution grid projects at 220kV to 500kV substations, under its management, in accordance with EVNNPC’s announced documents.
- EVNNPC will announce to EVNNPT the load development, within its managed area, planned for the next year in the area.
- EVNNPT will organize the distribution grid projects managed by EVNNPC and ensure progress agreed upon is synced with the transmission grid project.
- EVNNPC will coordinate support towards EVNNPT, including compensation, site clearance, power cutoff for grid construction, etc., within its managed area.

The agreement between EVNNPC and EVNNPC did ease the workflow, but not up to its full expectations. In rectification, the leaders decided to build up project categories and synchronize them with respective progress, and grids for transmission and distribution, and report annually. They also pledged to optimize all available resources and materials to ensure projects’ completion in accordance with PT&D grids planning and schedule.
