India recently hosted its first international subsea cable systems conference, where TRAI Chairman Anil Kumar Lahoti highlighted the crucial role of subsea cable networks in strengthening the country’s digital infrastructure. He emphasized that these networks are driving economic growth and positioning India as a key player in the global data ecosystem.
Despite its growing digital economy, India currently accounts for only 1% of the world’s subsea cable landing stations. In contrast, smaller nations like Singapore host 26 subsea cables across three landing sites. Lahoti underscored the urgent need for India to expand its subsea cable systems through a strategic, security-conscious, and innovation-driven approach.

According to Future Market Insight, the global submarine communication cable market is expected to grow from USD 3.87 billion in 2024 to USD 7.06 billion by 2034, with a projected CAGR of 6.2%. However, the industry faces significant challenges. Submarine cable installation, operation, and maintenance require specialized ships and highly skilled engineers. Network disruptions can have severe economic and security consequences, as seen in 2023 when over 200 submarine cable repairs were reported globally.
To mitigate these risks, the International Telecommunication Union (ITU) and the International Cable Protection Committee (ICPC) have established an International Advisory Body to enhance the resilience of submarine cables.
Lahoti highlighted TRAI’s proactive efforts to streamline submarine cable regulations. In June 2023, TRAI recommended a comprehensive licensing and operational framework, including the categorization of landing stations into main cable landing stations to improve management and efficiency.

He also stressed the need for simplifying installation processes, expanding landing stations, enhancing redundancy, and adopting high-capacity technologies powered by sustainable energy solutions. These measures, he noted, will help future-proof India’s data infrastructure and establish the country as a major global data hub.
